There is no direct way to achieve this with PowerPro, but is it not
similar in function to a bar which hides as soon as the mouse cursor
moves off it?

Create a bar called (say) MyBar and with properties hide after 50,
position float, slide direction none. Ensure auto show as bar
checked. Then create a hot key/mouse action with command
*Bar
ToMouse
MyBar

Activating the hot key will show the bar and move the mouse to it.

The missing function from what you describe is that, when there are
no open windows, you still need to show the bar with the hotkey. If
you add the following line at the beginning of the bars command
list, the bar will also show whenever you click the desktop.

Format
Context
Program Manager

Or, instead of this line, you could define middle-click desktop
command to execute above Bar ToMouse
