i've taken those functions away from windows and put them all in a
powerpro idle script.  adds a lot of control, for example you can have
different things happen after different idle periods depending on the
time of day, or on what other programs are running, etc.  last i knew,
powerpro itself can't turn off the monitor, but wizmo.exe can.

maybe something for you to try?
