And
*Menu Explorer Name

Both don't display explorer window. XP SP2 with latest updates. Testing with
empty.pcf and it's the same result.

Does the command hand explorer a commandline with the path? Or maybe there
is an association that is broken?

Explorer_windows.txt looks like standard path's, one path per line.
