[power-pro] [bug, v4.6] Clip menu tooltip for rich entries is shown only on primary monitor

Hi.

There is a minor multi-monitor bug in showing the tooltips for the
RTF/image and other non-text clip menu items: when menu is shown on
secondary monitor the RTF tooltip is shown on primary monitor.
Tooltips for text items are shown where they are supposed to.
