I was able to recreate your problem and fix it. Open the Control Panel then open Folder Options and select the File Types tab. Scroll down to URL:HyperText Transfer Protocol and select. Click on the Advanced button then click on the Edit button. Select open under Actions then click the Edit button. Copy the contents of DDE Message and paste it in DDE Application Not Running box.
