What OS are you using? If it's XP, I assume you let them run your machine as admins?! You could create a LUA account for them, in that way, the time and date applet isn't accessible to the users group. Other option that comes to mind is removing the "write" and "execute" permissions under the security tab of timedate.cpl. But best option is to use another account and apply one of these two.
