You might find it a lot more beneficial to see if you can implement this in xfwm4, the Xfce4 window manager. Not only is the development of xfwm4/Xfce4 active, the upstream developer group is extremely open to new ideas, and this sounds like a very useful addition, if only for experimental reasons. On top of that, the metacity compositor is based on some of the Xfwm4 code, so, there might be a way to merge code into even more mainstream desktops from there.
