The file that's encoded/converted can be a compressed file as in a StuffIt file that has been then been converted (*.sit.hqx) or it can be any Mac file.
MacBinary (the *.bin extension) also preserves the Mac file's resource fork but the file stays binary as the name implies. That's why you'll sometimes see the same download available both ways and the MacBinary is always smaller. For email though the file has to be ascii but the email program does the encoding for you.
