Some 1400s needed a software fix for the backlight controls, brightness and contrast. One of mine had similar problems: extremely dark screen, contrast and brighter controls didn't work. It also came on for a few seconds at normal brightness before blacking out.
The file is called "PowerBook 1400 PMU Updater". Its listed for OS 7.5 and 7.6 but I needed it with 8.6 also. I can send you the file if you think it might help.
