You can also pick up learning CodeWarrior off ebay for <$40. New is around
$50 i think.

It will let you build apps (SIOUX and Mac) but not dll's/slib etc...
Has a debugger and full features, just limits what you can build and how big
the app can be.

Prices are even cheaper for Academic versions.
