You probably mean the 8.1 "appearance manager." You can get that by downloading the 8.1 "Appearance SDK" from Apple's website (Dev site?). You can also get it by dragging and dropping the "Appearance" control panel and extension from an existing OS 8 installation or decompressing it from an 8.0 installation tome.
