Netscape occasionally suffers from digital Alzheimers.  Start up
Netscape--don't try to sign on--go to Mail & News Prefs under Options,
and check the Use Internet Configuration System box.

Then go to Internet Config, and set up your data.  Then try to sign on. 
It should fly.  Once you've managed to connect, re-check your sign-on
data in Netscape prefs.  If they're OK, uncheck the  above mentioned
box, and try signing on again.  Should work.
