I found lots of links on Google when I searched for VST ibook charger. I haven't found the manual yet, but I know it's around here somewhere. ;-)
Try charging one battery first. Did it have the iBook adapter with it? Mine came with an adapter too. I hooked up a pb3400 power adapter and the charger didn't work right--same behavior yours exhibited.
