Hello. It sounds like the skyline software is bad. The fuzzy images of the card icon is the key.
What version of the skyline software are you using? In the Appletalk control panel did you select Alternet Ethernet? Did you run the installer or just drop the bits into the system folder? Run the installer, deinstall the software, restart OS, then run the installer again, restart again and try card. The PB 1400 uses Card & Socket services v2.1 and requires that only one ethernet software be installed. If you have ever installed software for a wired ethernet card, this could be your problem. To fix this do a clean install of the OS, not an update. Can you do a clean install of the OS and then a clean install of the software? I have a Proxim version of the Skyline card running on OS 9.1/64mb ram and another one on OS 8.1/16mb ram. Runs well without problem. Uning Skyline software v3.
