Usually, but not always.

A "pass-though" terminator passes all 50 signal and ground lines through 
to the next device, taking its terminator from the TERMPWR line.

An "active" terminator utilizes devices other than pure resistive 
pull-ups to +5 volts (220 ohms) and pure resistive pull-downs to ground 
(330 ohms). There are special chips which can accomplish this, or this 
may be simulated using a combination of active and passive components.
