Grr. Problem Resolved.
Thanks all for your help with my apparently non-booting 3400c. It turns out that while the PRAM battery was completely, absolutely dead, that wasn't the problem.
The power socket needed to be resoldered to the board! It turns out that the previous owner was probably a little too rough with the power cord and probably broke the solder joint.
That's something I'll be adding to my trouble-shooting list...
