No expert here, but I did have a PB that did a similar thing with 9.1 I eventually went to the system folder/preferences and took the system preference and the finder preference and put them in the trash without emptying it, and then restarted. The machine ran fine and I emptied the trash. Maybe this will help.

Among other considerations, the PowerBook 3400c does not support Mac OS 9.2.x, even though some folks manage to install such with patches. See the following Apple Support document for system requirements:
