Hello,
Are some laptop hard drives just inherently noisier than others- i.e. when the computer or a program starts up and the drive is accessed there are audible noises heard. However, other drives just seem to have a quiet hum that they are working.
Are those that are noisier dying? Thanks.

It's not the noise, but changes in the noise. If a previously quiet drive suddenly starts getting noisier that may indicate a dying drive. It can also simply indicate a move to a quieter environment.

Some drives are inherently noiser than others...I swear, some drive manufacturers tie little maracas to their drive heads; they sound like a flamenco when they're working.
