It depends on the modem in the Powerbook.
Get <ftp://ftp.globalvillage.com/pub/software/mac/
PP500Duo_2.5.5_Update.sea.bin> and use TomeViewer to extract the
drivers and extensions.
Apple has this for the Apple Express modem in the 500 series:

You can extract just the extension, and then the installer will run.
