I had the same problem about six months back. I had Ma-Bell check my phone
lines, was on the phone with everyone including Apple questioning this
"unknown rate" problem. A friend suggested to change my modem type in you
control panels to something other than Global Village Silver. I went through
the options, selecting something different and trying to connect. Well it
worked!! The one that worked for me was the Hayes modem.
Give it a shot.
