Yes, it sounds like the motherboard battery is toast.

As far as upgrading it to run X, depends on what version of X you want 
to run.  With the stock 604e/250 you can run up to 10.1.5.  10.2 
requires a minimum of a G3.  RAM is the next question.  X LOVES RAM, 
and the more the better it performs.  Depending on what you want to do 
with the machine I would suggest 256MB the absolute minimum.  Check

Yes it is dual-processor capable but since 9.x does take very good 
advantage of duals and there is no support for the second processor on 
unsupported machines in X don't waste your time or money looking for 
one of these.  Just upgrade to a G3 or G4.
