Without going into details of cost structure, it had to do with volume and perception. If one assumes that development cost is the same between IDE and SCSI (which is not true BTW) volume alone makes IDE drive profitable despite much lower margin. For IDE drives, volume is so high that drive manufacturers can afford a very thin margin and still break even (or god forbid, make a profit :-) This is untrue of SCSI. SCSI drives are generally perceived as server class storage solution that requires 100% up time, whereas IDE is considered a desktop/workstation solution.
