OS 9.1 upgrade and language kits

I'm attempting to upgrade my PCP 240 from OS 9.0.4 to 9.1 and 
eventually to 9.2.x. I'm stuck right now because the upgrade package 
disk image refuses to work because I have the language kit installed. 
I kind of remember doing thing when I upgraded to 9.0.4. However, the 
9.0.4 installer won't uninstall the language kits.

Has anyone had any success getting rid of the kits, or forcing the 
install? I suppose I could slap down the money for the CD, but that 
wouldn't be any fun, would it.
