I don't know what OS came with the PowerBase but I can give some info on the other questions. My PTP 250 came with OS 8 and it was one of the last run (August '97 I think)
With the Apple HDD you can definitely avoid FWB's Hard Disk Toolkit. Any non-Apple CD will need either the System 7 extension (I use it with OS 9.2 and it works well) or the FWB CD-ROM Tools application or another 3rd party application. When Apple went to OS 8 they eliminated compatibility for most CD-ROM's in the CD-ROM extensions except for the CD-ROM's that Apple used. That's why the old driver works.
There's a G3 upgrade option for it.
