but it does. In this particular case, the body is nothing more than an
extension of the header. The header must be encoded. It is entirely
possible I'm reading this wrong, but the way it reads, hname is part of
the header, which is why Jamie Zawinski recommended a long time ago not
trying to use mailto for anything more than very simple things.

Because I'm not convinced it's a bug, but more a limitation of the spec.
