Hi,

*.b64 is indeed the extension for a Base64 MIME encoded document.

There's a webpage at <http://www.computeruser.com/resources/dictionary/
filetypes.html> that gives a lot of the extensions and their associated
applications.

StuffIt expander should be able to decode it; if not there is a
shareware/freeware b64 decoder.
