Monticello would like input regarding current industry practice for use of MDA 
or DL to determine when contamination is detected.

When counting smears for loose contamination on a smear counter:
Do any sites use the Decision Level (DL) as the basis for determination of 
whether contamination is detected?
The DL in this case is where the measurement is statistically above background; 
not the MDA.

If the smear counter measurement is greater than the DL (contamination is 
detected), what are the follow-up actions?
Do you re-count the smear?
How many times?

When counting loose-contamination smears for free-release of items, are a 
special population of "clean" planchets used?
Do you have designated smear counter equipment used for free-release counts?
