Background: When investigating the proper leak test methods for Ni-63 sources in our site explosives detectors, we also investigated the regulatory requirements for these Generally Licensed Devices (GLDs). Our approach has been to receive these GLDs and consider them as under our 10CFR50 site license and control them as licensed material. RIS 2005-11 (REQUIREMENTS FOR POWER REACTOR LICENSEES IN POSSESSION OF DEVICES SUBJECT TO THE GENERAL LICENSE REQUIREMENTS OF 10 CFR 31.5) was issued specifically because some sites were not controlling these GLDs properly. After researching the regulatory requirements of GLDs, we have questioned whether we should control these GSDs as separate from our 10CFR50 license OR control them as under our 10CFR50 license. The leak test and inventory requirements would be the same in either case. However, we believe there may be other implications such as transfer requirements and notification requirements if one was misplaced.
