1. Positive WBC would be greater than MDA for the counter being used or an
unknown peak that is close to Co-60 peak (1173 keV) with a reasonable
uncertainty. Diagnostic in vivo would be positive if it is greater than MDA for
the counter being used.

2. Positive WBC are documented in Sentinel software under the internal dose
tab.

3. A ROR SAP notification (CR) is written containing the following information:

  * Factual information surrounding the deficiency using who (worker
classification/title - no names), what, when, and where type information.

· Complete, concise, description of the occurrence. Include relevant
survey(s) and/or RWP number(s).

· A description of any immediate action taken in response to the
incident.

Survey results are documented in our electronic survey program. A personnel
contamination event report would be used if are software is unavailable.

4. The threshold for a PCE requiring skin dose calculations.

Level 1 PCE - greater than or equal to 100 ncpm to less than or equal to
5000 ncmp
Level 2 PCE - greater than 5000 ncpm less than or equal to 50,000 ncpm
Level 3: PCE - greater than 50,000 ncpm

Note: Estimated dose associated with a frisker reading greater than 50,000 ncpm
β-γ measured at ½ inch by direct frisk and an assumed exposure time of
5 hours is approximately 500 mrem (1% of the annual 10CFR20 dose
limit).

Deep dose equivalent (DDE) is assessed when a particle of 1 μCi or
more is located on the skin for more than an hour.

For a Level 3 PCE we calculate the dose using Varskin.

For a level 2 PCE if the contamination was on the skin for greater than five
hours then we evaluate to determine if a dose calculation is required.

If there is low levels of contamination present or potentially present for
greater than one shift we would consider an evaluation to ensure no dose limits
were exceeded.

  1. What does your site consider a positive WBC? BFN currently considers a
bioassay result (in vitro or diagnostic in vivo) that indicates the presence of
licensed material in a quantity greater than minimum detectable activity (MDA)
for the counter being used as positive. SAME

  1. What level positive WBC does your site document a condition report (CR)?
BFN currently documents a CR anytime we have a positive WBC greater than the
MDA for the counter being used. SAME

  1. What information do you record for level 1 PCE due to human performance
issues? BFN currently documents a CR and documents survey results on NISP-RP-06
Attachment 4 Personnel Contamination Event Log We only use the log for Level 1
PCEs. BUT we do continue to have outage goals related to level 1 PCEs.

Subject: [EXTERNAL] [Powernet] Whole Body Count/PCE Benchmark

I have been asked to perform a benchmark on whole body counts (WBC), level 1
personnel contamination events (PCE), and skin dose calculation thresholds. I
have included what BFN is currently practicing.

  1. What does your site consider a positive WBC? BFN currently considers a
bioassay result (in vitro or diagnostic in vivo) that indicates the presence of
licensed material in a quantity greater than minimum detectable
activity (MDA) for the counter being used as positive.

  1. What level positive WBC does your site document a condition report (CR)?
BFN currently documents a CR anytime we have a positive WBC greater than the
MDA for the counter being used.

  1. What information do you record for level 1 PCE due to human performance
issues? BFN currently documents a CR and documents survey results on NISP-RP-06
Attachment 4 Personnel Contamination Event Log

  1. What is your sites threshold for a PCE requiring skin dose calculations?
BFN currently performs a dose calculation if the SDE or LDE dose is likely to
exceed 100 mrem (or 10 mrem for DDE) which corresponds to the following values:
