Monticello allows eating and drinking during emergencies by default and controls it based on release rate or contamination levels measured by habitability surveys. If contamination levels reach 1000 dpm/100 cm2 OR , release rate reaches the level that would cause an ALERT to be declared, strict contamination controls are implemented which include cessation eating and drinking.
