Here is a script which should allow you to build the toolchain, kernel, and libraries on any platform. Of course, it's not very well tested, but give it a try. As long as you're running solaris/x86, you should be able to run the simulator. It's the only tool IBM distributes in binary form. Rumors are out that IBM will be releasing a PPC simulator soon.
Once the simulator is running, modify the ramdisk image. I haven't updated it to be a solaris/PPC image yet, but it can be done.
