No, it's not broken. I don't know to which specfile you refer, but this
seems to me like a problem that has something to do with powersave having
its scripts installed in /usr/lib/powersave even on x86_64
architectures. The --libexecdir parameter to configure can be given to
specify this.
For anything else, please be more precise.
