This is true.  The simplest answer is that this is done because NOX did it.  I 
think the reasoning behind *that* was that it's the easiest possible way to 
synchronize things between the controller and the switch.

Yes, it can be disabled easily.

Try doing core.openflow.clear_flows_on_connect = False somewhere early on in 
your component.
