Dari segi keuangan dan ekonomi wanita bisa dikatakan akan sendiri dapat memenuhi kebutuhan hidupnya atau kalau sudah kawin akan menambah pendapatan guna keperluan rumah tangga. Apakah perkembangan ini bisa juga diartikan bahwa pengertian yang selama ini dianut oleh sebahagian besar kaum pandai agama bahwa wanita harus tinggal di rumah untuk mengurus anak, dapur dan bantal guling akan kehilangan pegangan?

Abdul Ghafour, Arab News JEDDAH, 4 April 2005 - For the first time, Saudi Arabia will establish 17 technical colleges for women in various parts of the country. "The new technical colleges for women will have specializations required by the job market and suitable to their nature," said Dr. Ali ibn Nasser Al-Ghafees, governor of the General Organization for Technical Education and Vocational Training (GOTEVOT). He was speaking to reporters after signing contracts with national firms to establish 101 technical institutes and 52 technical colleges at a total cost of SR6 billion. He said the Cabinet would soon issue a decision transferring the responsibility for training women to GOTEVOT on the recommendation of the Shoura Council. He said the new projects including the 17 technical colleges for women would be completed within three to five years. The move to set up technical colleges for girls comes in line with the government plan to expand job opportunities for women beyond the traditional sectors of health and education. The move also follows a Shoura Council call for the expansion of women's technical education and vocational training and facilitating women's jobs in all areas. According to Dr. Nahed Taher, a senior economist at the National Commercial Bank, the overwhelming majority of the Kingdom's female university graduates, who account for 55 percent of the total, remain at home. Labor Minister Ghazi Al-Gosaibi recently announced plans to hold a separate nationwide campaign to register female jobseekers soon after the opening of women's departments at the ministry's branch offices. Many young women have of late taken up jobs as medical transcriptionists, executive secretaries and receptionists. A good number of Saudi women, who were previously working abroad, have returned to the Kingdom after seeing the opportunities available to them. In a significant first, the Foreign Ministry announced two months ago that it would appoint 36 Saudi women to a variety of jobs in the political, economic, women's rights and computer departments. Prince Khaled ibn Saud, director of the department for financial and administrative affairs, said a large number of women had applied for the jobs. The new education strategy, drafted by the Shoura Council, calls for restructuring women's education in line with job market requirements. Jobs in government departments dealing with women must be restricted to Saudi women and public bodies and agencies extending services related to women should have women's sections. The strategy emphasizes that job opportunities for women in the private sector must be increased. Women must be provided with soft loans to carry out viable investment projects and childcare services in work places. Jobs in shops selling women's items must be restricted to Saudi women and the private sector must provide women with secure transport services, the strategy says. Last year, the Cabinet adopted a nine-point program to increase women's employment in the country. It instructed government departments to license women's businesses and open women's sections within a year. According to the new labor law, employers are obliged to give women maternity leave of 70 days at full pay if they have been working with the employer for at least three years.
