Tariq Ramadan is a Professor of philosophy and Islamic studies, 
at Geneva College and University of Fribourg (Switzerland). 
He is the grandson of Hassan Al Banna, founder, in 1928, of 
Egypt's Muslim Brotherhood. Ramadan is a Muslim who combats 
extremism and rejects the belief of some co-religionists that
 people of other faiths are not their equal. He tirelessly 
crisscrosses the French-speaking countries in Europe prodding 
its Islamic citizens to see themselves as competent citizens 
of free societies, and at the same time as genuine believers. 

Ramadan lives in Geneva, teaches at the University of Fribourg, 
Switzerland, and has an office in Paris. To the applause and 
with the support of the French government, he urges Muslims to 
integrate. "I deliberately do not lecture in mosques, but in 
public assembly rooms that are open to everybody. Thousands 
attend," he said. His message is: "France is not really a 
bigoted country. Why not participate in this society?".

"There are between four and five million Muslims in France 
alone," Ramadan related, "and half of them are French citizens. 
Although as a group they are very young, they think in terms 
of the era of de-colonization. To them it's a world of 'them 
and us'." Ramadan attributes this to a lack of self-confidence. 
Most French Muslims are immigrants from the country's former 
possessions in North Africa, who arrived in the 1960s and 1970s, 
and their descendants. They live primarily in the grim housing 
projects surrounding the cities; high-rise buildings erected 
in the 1970s and 1980s. "Unemployment is very high in these 
suburbs," Ramadan said, "In some parts of the country it reaches 
40 percent." When you add divided loyalties to this mix of 
unemployment and poor housing, the resulting brew can seem 
volatile, Ramadan says. He teaches young Muslims an ethics of 
citizenship, he also lectures African-American Muslims during 
his frequent trips every year to the United States.

The author of a book titled, To Be a European Muslim, Ramadan 
adds another point: "Being a practising Muslim also makes you 
a better citizen." At any rate, he stressed that there was a 
fascinating link between education and religious practice: "Our 
research shows that the most educated French Muslims are also 
returning to the practice of their faith. This in turn raises 
their moral consciousness, which makes them better citizens."

Ramadan's chosen task is to invent an independent European Islam: 
"We need to separate Islamic principles from their cultures of 
origin and anchor them in the cultural reality of Western Europe." 
With 15 million Muslims on the Continent, Ramadan believes it's 
time to abandon the dichotomy in Muslim thought that has defined 
Islam in opposition to the West. "I can incorporate everything 
that's not opposed to my religion into my identity," he says, 
"and that's a revolution."

today definitively settled in their respective countries. 
After years of a thought presence in a temporary way, time 
came for rising generation to work out a reflexion on the 
scripturaires sources, the bases religious and ethical and 
their rooting in the secularized companies. With this intention, 
a double work is imperative: of a side a study of the sources, 
bases and legal tools Islamic, which only will be able to make 
it possible to promote a new reading adapted to our time and, 
in addition, making of a framework of reference which offers 
to the Western citizens of Moslem confession the means of 
living and to engage in Occident in a trustful way.

Part I: A Universe Of Reference 
-------------------------------
>From a discussion on the universal one, the values and the design 
human being in Islam, the author revisits the concept of shari' â 
(translated by "the way") and presents it like a dynamic reference 
obliging to the work of ijtihâd (readjustment), of determination of 
the maslaba (public interest) and of the fatu' has (legal opinion). 
These principles open the door with the company of integration and 
appropriation of their new environment by the Moslems. 

Already, it is possible to answer a series of questions hitherto 
problematic: how to define the Occident? What happenhappen does 
honesty? How to speak about the Moslem identity? Do the Moslems 
have to think themselves like a "minority"? This part finishes 
on an inventory of fixtures establishing the assets and the 
lacks. 


Part II: The Direction of an Engagement 
---------------------------------------
It is initially a question of analyzing the forms of insertion 
of Islam in the Western companies, in particular on the political 
level, highlighting the various sensitivities within these 
communities. A chapter treats then emergence of a European 
Islamic culture which confirms, in the tastes and the styles, 
art and the artistic expression, the rooting of the Moslems 
in Occident. 

Lastly, being given to the new international economic order 
the author an alternative of the interior proposes, which is 
not do-it-yourself legalist but a deep reform which would create 
bridges with the militants who oppose the neoliberalism and the 
preeminence of the economic whole. 

With this double prospect is worked out the presence of the 
Moslems in Occident in fidelity with their principles but with a 
project of participation, of reform and engagement. Far from any 
minority attempt or victimisante, it is a question here of drawing 
the path which will carry out to a true intellectual autonomy and 
policy without this one merging with an insulation or a ghettoïsation 
in the heart of the Occident. 

It is a question of determining reference marks per hour when 
a silent revolution operates already in all the Western countries 
and where this one, in the long term, a phenomenal influence on 
world Islam will have.

  Partie II : Le Sens d'un Engagement

  Il s'agit d'abord d'analyser les formes d'insertion 
  de l'islam dans les sociétés occidentales, notamment 
  sur le plan politique, mettant en relief les différentes 
  sensibilités au sein de ces communautés. Un chapitre
  traite ensuite de l'émergence d'une culture islamique 
  européenne qui confirme, dans les goûts et les styles,

  musulmans en Occident. Enfin, étant donné le nouvel
  ordre économique international l'auteur propose une 
  alternative de l'intérieur, qui ne soit pas du bricolage 
  légaliste mais une profonde réforme qui créerait des ponts 
  avec les militants qui s'opposent au néolibéralisme et 
  à la prééminence du tout économique.
 
  Avec cette double perspective s'élabore la présence des 
  musulmans en Occident dans la fidélité à leurs principes
  mais avec un projet de participation, de réforme et 
  d'engagement. Loin de toute tentative minoritaire ou 
  victimisante, il s'agit ici de dessiner le sentier qui
  mènera à une véritable autonomie intellectuelle et 
  politique sans que celle-ci se confonde avec un isolement 
  ou une ghettoïsation au coeur de l'Occident. Il s'agit de 
  déterminer des repères à l'heure où une révolution silencieuse 
  opère déjà dans tous les pays occidentaux et où celle-ci, 
  à terme, aura une influence phénoménale sur l'islam mondial.
