What this comes down to is that the some applications (e.g. xfig) don't (by default) set the color used for their elements. This means whatever the current color is when the metapost file is included will be used at that color. As Steffen mentioned, this is considered a feature, not a bug. I think the non-determinism comes down to in what order xfig or whatever application decides to export the layers.
