Adding plugins support to Cassandra's web page
As per discussion in dev mailing list:

attempt to add "plugins" support for cassandra documentation page :
https://cassandra.apache.org/doc/latest/.
Will be adding links to the plugins to download and also give the steps to
use these plugins shortly. Will also a little introduction on plugins which we
are working on.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/ghatwala/cassandra

1. Added "plugins" directory under "doc/source/"
2. Added index.rst ( draft copy ) inside plugins folder.
3. TODO : Will be adding links to plugins needed to add CAPI support to
Cassandra
