Hm, interesting. I have created PurgeableTombstonesMetricRecording iterator
based on MetricRecording iterator logic. It looks like the existing
tombstoneScannedHistogram has the same behaviour. Should I change
considerZeroes = true for tombstoneScannedHistogram and add the counter
increment on a partition delete to MetricRecording as well?
