I guess, correctly-behaving selection policies should already be returning
not-down hosts but idk if that's guaranteed. There's also another `continue` on
line 166 and 172 that seem like they could happen as well and cause an infinite
loop. I think there are a few solutions to this but again, I think that can be
explored in another MR.
