It makes sense and agreed on `realMarkAlive` being test-facing.
Before I make more changes, can you confirm your preferred scope for one
consolidated follow-up PR?
My proposal is:
1) defensive handling for malformed identity payload (safe reject/ignore),
2) explicit handling for missing/unknown identity payload on
admission-sensitive paths,
3) stronger assertions that foreign endpoints never transition into
membership (not only log assertions).
If you prefer, I can narrow this to only (1)+(3) first.
