Minor improvement. Minimise the use of `PrefixMappingImpl`.
Having looked at various parts of `PrefixMapping` as part of #2383, I found
a usage of `PrefixMappingImpl` which would be better using
`PrefixMappingBase`/`PrefixMappingMem`.
A small step to being able to drop `PrefixMappingImpl`, which would make
integration with other parts of Jena (DBOE, TDB2) better.
