This PR is preparation for #2775, replacing the `fuseki-server.jar` artifact
with one based on FusekiMain, not Fuseki/Webapp. The PR is accumulated clear-up
and reshuffling without making the changes so that the internal improvements
are not sync'ed to the changes making a `fuseki-server.jar`.
The PR includes the reload code for #2462 but this PR does not expose the
functionality. The reload ability will be part of the switch to a non-webapp
Fuseki server jar with UI and admin controls.
