IRI cmd and Fusekivalidator as described in #2926.
Also includes:
* further reducing the use of old jena-iri in tests and removing unused old
IRI-related code.
* renaming the jena-iri root exception to avoid name duplication
* `jena-iri` removed from the BOM.
