GitHub issue resolved #3086.
This pull request adds the module code in a one commit. A separate commit
wires it into the Jena build and adds the `langtag` command, which parses and
gives details of a language tag.
This pull request does not use the new code to replace the existing code in
`jena-core` and `jena-arq`.
A second PR will do this.
