afs opened a new pull request, #3342:

There are problems in jena-permissions.
1. Old name `security` used for resources
2. The example jar is empty and has been for all 5.x.x (probably a change in
the helper plugin)
This PR:
1. Corrects naming
1. Does not produce the separate examples jar
1. moves the examples into the test area so that continue to get compiled.
