Hi,

I'm a belgian physicist working alone after my work on Mersenne
numbers. One year ago, I have discovered a very fondamental theory
about Mersenne numbers. This is a very general theory, which introduce
for instance:
 - New tests for Mersenne prime and other kind of prime number.
 - New restrictions about factorization, that goes MUCH BEYOND than the
very old traditionnal restrictions: div=2*p*j+1 for 2^p-1 and
mod(div,8)=1,7; a prime number divides at most one prime-exponent
Mersenne; all prime-exponent Mersenne numbers are square-free ...)
 - Connexions with 2^p+1.
 - LOTS and LOTS of very powerfull and esthetic sub-relations (so many
in fact that I cannot investigated all!).
This is why I believed this theory is maybe the ultimate theory describing
Mersennes numbers.

About Price money I'm very surprised that EFF didn't give any money
for the finding for new theory about Mersenne numbers. For my part,
I think computation and theory are equaly important. It would be
wonderful if the generous anonymous donator want to give money for theory
too, with a reward calculate for instance in function of the importance
of the finding.

With this new theory, in a soon future, with additional research, I strongly
believed that we would be able to find (not necessary Mersenne prime)
numbers far beyond 1 billion decimal digit.
Theory is fundamental, for instance, this is maybe the only way to answer
one day if MM61 is composite or not.

When I have started this work 9 years ago, I never though it would
take so long time for me to find this new theory, because I'm a specialist
to find transcendental solutions, for instance my work in theoretical
atomic physics, intitulate:
Laser-induced degeneracies involving autoionizing states in complex atoms,
O. Latinne, N.J. Kylstra, M. Dorr, J. Purvis, M. Terao-Dunseath,
C.J. Joachain, P.G. Burke and C.J. Noble, Physical Review Letters,
74, 46 (1995).

The new Mersenne numbers theory need to be found:
 - to have time (a lot).
 - to have good knowledge of mathematics.
 - to be an expert in advance fortran or C programation.
 - to have a HUGE amount of supercomputer time ( I took approximately
   20 year CPU time).
 - and of course never give up and be VERY VERY lucky.
These are the reasons why nobody find this theory to this date.

My detailed CV is available on request (in a postscript form).
Your Faithfully,

Dr Olivier LATINNE
