It was. See Prime Digest V51 starting late October.
Trouble is, it happened as a result of an unexpected disk failure that took
mersenne.org down for a few days. (That's why there was no advance
announcement.) The v4->v5 and v24->v25 conversions didn't occur as had been
planned, but were rushed in as emergency fixes, so it was rough for quite a
while.
I summarized the situation on Oct. 29 (Vol 15, Issue 9). There were extensive
complaints and commentary for a while afterwards.
