The local LP scheduler didn't start because you configured access to a
remote print queue on a remote print server.  Since it's remote, there
is no need to run a local scheduler.  The client commands
lp/lpstat/cancel/lpr/lpq/lprm/... will communicate directly with the
remote print server.  The missing printer device/system, accept, and
state lines is disturbing.  Does
    $ lpget list
report anything?
What's in /etc/printers.conf?
