Cynthia, There isn't a specific "paper disposal" requirement in the HIPAA privacy rule, but the 164.530(c) general safeguards provision is where the issue arises. This provision requires appropriate administrative, technical and physical safeguards to protect the privacy of protected health information. The official comments at page 82562, state the requirement does not prescribe any particular measures, but lists examples including locking doors or filing cabinets and shredding documents with PHI.
