We have been asked to provide information system access to an acute care rehab 
facility that needs to evaluate a patient's EMR to determine if they are a candidate 
for transfer to that facility.  Providing this level of system access is a concern in 
more ways than one, but assuming that we can control their access to only the 
potential referral, I have this question:

Is supplying PHI to a referral facility allowed under "operations" (i.e. finding a 
place for the patient to be discharged to)?  Or are we obligated to removed obvious 
identifiers such as name, medical record number, address and only provide the 
information clinically required to evaluate the patient?
